Flails are made up of 3 parts:
handle: Same as a non-flail weapon construction.
Chain: Rope or cloth with foam links to prevent tangling.
Spike: Head of the flail, only legal striking surface of the weapon.

This is my personal thoughts:
Total Max length (From base to spike extended out) Maximum of Simple Weapons.
Max length of "chain" 6"-8" with minimum of 2 links however long those are.
Total Links of chains or Links per inch Every inch you need to have a link.
Type of links, circular vs ball Link can be a ball or cylinder, but must be at least 1/2" away from core rope.
size of hitting "spike" Minimum size of 4" diameter and only have the end of a rope/cloth around it.
size of handle however long you need it to be but also needs to be safe.
padding of handle This is not a striking surface so it can have less padding, but should not be hit with.
General rules:
spike hitting wielder Counts as a hit on the wielder wherever it hits. This would count as instant death if hit on the head of the wielder.
tangling weapon Cord is cut and weapon is "broken" for the game/round.
tangling human(arms or other) Weapon counts as being lost on the limb of the target. Depending on the severity, the weapon should be banned and the wielder gets a warning.
Hitting with handle No Damage, warning issued. If the person keeps doing it results in a ban.
head shots(NOT ALLOWED) No headshots for any weapon outside of rocks
